從國外進(jìn)口大批量化妝品，需要辦理哪些手續(xù)？
想必您是做貿(mào)易的，或在日本，韓國，或歐洲瑞士，美國等國家，如果您要少量進(jìn)口，可以帶進(jìn)來，但要大量的，就要納稅，正規(guī)操作了！

根據(jù)《進(jìn)出口化妝品檢驗(yàn)檢疫監(jiān)督管理辦法》（國家質(zhì)檢總局第143號(hào)令），首先需要確定擬進(jìn)口的化妝品是否已經(jīng)取得食品藥品監(jiān)督管理局的許可，如未取得許可，需到食藥部門進(jìn)行申請(qǐng)，相關(guān)要求請(qǐng)咨詢食藥部門。

如該產(chǎn)品已取得食藥部門批件，需要到入境所在地檢驗(yàn)檢疫機(jī)構(gòu)對(duì)進(jìn)口化妝品的收貨人或者代理人進(jìn)行備案，取得收貨人備案號(hào)后，方可報(bào)檢。

報(bào)檢時(shí)應(yīng)按照《出入境檢驗(yàn)檢疫報(bào)檢規(guī)定》相關(guān)要求提供合同/信用證，發(fā)票，提單，裝箱單等材料以及進(jìn)口化妝品中文標(biāo)簽樣張和外文標(biāo)簽翻譯件。

如該產(chǎn)品為首次進(jìn)口，

報(bào)檢時(shí)還需提供以下材料：

（一）符合國家相關(guān)規(guī)定要求，正常使用不會(huì)對(duì)人健康產(chǎn)生危害的聲明；

（二）產(chǎn)品配方；

（三）國家實(shí)施衛(wèi)生許可或者備案的化妝品，應(yīng)當(dāng)提交國家相關(guān)主管部門批準(zhǔn)的進(jìn)口化妝品衛(wèi)生許可批件或者備案憑證；

（四）國家沒有實(shí)施衛(wèi)生許可或者備案的化妝品，

應(yīng)當(dāng)提供下列材料：

1.具有相關(guān)資質(zhì)的機(jī)構(gòu)出具的可能存在安全性風(fēng)險(xiǎn)物質(zhì)的有關(guān)安全性評(píng)估資料；

2.在生產(chǎn)國家（地區(qū)）允許生產(chǎn)、銷售的證明文件或者原產(chǎn)地證明；

（五）銷售包裝化妝品除前四項(xiàng)外，還應(yīng)當(dāng)提交中文標(biāo)簽樣張和外文標(biāo)簽及翻譯件；

（六）非銷售包裝的化妝品成品還應(yīng)當(dāng)提供包括產(chǎn)品的名稱、數(shù)重量、規(guī)格、產(chǎn)地、生產(chǎn)批號(hào)和限期使用日期（生產(chǎn)日期和保質(zhì)期）、加施包裝的目的地名稱、加施包裝的工廠、地址、聯(lián)系方式等。

What procedures do I need to go through to import a large quantity of cosmetics from abroad?

According to the administrative measures on import and export cosmetics inspection and quarantine (decree no. 143 of the general administration of quality supervision, inspection and quarantine of the People's Republic of China), it is necessary to determine whether the cosmetics intended to be imported have been approved by the food and drug administration.
If the product has been approved by the food and drug administration, the consignee or agent of imported cosmetics shall be filed with the inspection and quarantine bureau of the place of entry, and the consignee's registration number shall be obtained before the application for inspection.
When applying for inspection, the contract/letter of credit, invoice, bill of lading, packing list and other materials as well as samples of Chinese and foreign language labels of imported cosmetics should be provided in accordance with the relevant requirements of the regulations on entry and exit inspection and quarantine inspection.
If the product is first imported,
The following materials should be provided when applying for inspection:
(1) a declaration that it complies with the relevant requirements of the state and that normal use will not cause harm to human health;
(2) product formulation;
(3) for cosmetics that have been approved by the state or have been put on record by the relevant departments of the state, the approval document for the import of cosmetics hygiene license or the certificate for the record shall be submitted;
(4) cosmetics which the state does not implement a hygiene license or record,
The following materials shall be provided:
1. Safety assessment materials of potentially hazardous substances issued by institutions with relevant qualifications;
2. Certification documents or certificates of origin that are permitted to be produced or sold in the producing country (region);
(5) in addition to the preceding four items, samples of Chinese label, foreign language label and translation documents shall be submitted for sale of packaged cosmetics;
(6) the cosmetics finished in non-sales packaging shall also provide the name, weight, specifications, origin, production batch number and deadline for use (production date and shelf life), the name of the destination for packaging, the factory for packaging, address and contact information, etc.
